Overview
Entering Singapore in a Malaysia-registered vehicle is document- and payment-system heavy. Three regulatory authorities set the rules: the Land Transport Authority (LTA) administers the Autopass card and the Vehicle Entry Permit (VEP); the Immigration & Checkpoints Authority (ICA) administers immigration clearance and the SG Arrival Card (SGAC); and Singapore Customs administers duty, GST, and cash-declaration rules.
Vehicles missing any of the core prerequisites — Autopass card, LTA VEP approval email, valid insurance, valid road tax — can be turned back at the checkpoint. Expired VEP or insurance inside Singapore can trigger enforcement, including vehicle seizure.

Personal Documents
Passport
ICA requires non-Singapore passport holders to carry a travel document with at least 6 months’ validity. Malaysians generally do not require an entry visa for short visits — verify against ICA’s “Check if you need an Entry Visa” list.
SG Arrival Card (SGAC)
ICA requires all foreign visitors (including Malaysians) to submit an SGAC within three days of arrival, inclusive of the day of arrival.
Exemption: Singapore Citizens, Permanent Residents, and Long-Term Pass Holders entering through Woodlands Checkpoint or Tuas Second Link by land are exempt from SGAC. Malaysian visitors are not covered by this exemption.
Submission is free via the ICA SGAC portal. Failure to submit can cause delays at the booth.
Vehicle Documents
LTA requires a Malaysia-registered vehicle to carry and be able to present:
- Valid Autopass card
- LTA VEP approval email
- Valid Malaysian road tax
- Valid Malaysian motor insurance
- Vehicle registration certificate (on request)
- Proper licence plates
If the driver is not the registered owner, LTA does not frame an authorisation letter as a strict border requirement. However, LTA’s Autopass workflow permits authorised collection embedded in the approval email — carrying written owner authorisation reduces friction with enforcement and insurance claims.
Autopass Card and the Singapore VEP
Autopass is the electronic identification and payment system for foreign-registered vehicles. It also functions as the electronic VEP for foreign-registered cars and motorcycles.
Key Autopass facts:
- Issued by LTA.
- Stored-value card with a maximum balance of S$500.
- Application requires a passport, vehicle registration certificate, road tax proof, insurance certificate, and vehicle photos.
- Collection and activation must be completed before entry.
- Top-up methods: credit or debit card, NETS, or cash at specified retail channels.
- No top-up machines at Woodlands Checkpoint or Tuas Second Link.
VEP validity for vehicles driven by Social Visit Pass holders is typically up to 14 days from entry.
Apply for Autopass and VEP at least 2 weeks in advance of travel.

The Autopass card must be inserted at the booth to record entry and exit even when the barrier is raised.
Upcoming Changes Effective 1 January 2027
LTA has announced significant changes to rules for foreign-registered vehicles:
- VEP fees for foreign cars and motorcycles will increase.
- Free VEP days and hours will be removed.
- A flat-rate ERP fee will apply to foreign vehicles without an ERP2 On-Board Unit (OBU) on each ERP operational day.
- ERP2 OBU installation is optional and will be made available to foreign motorists from 1 April 2026.

Singapore Customs Rules (Entering from Malaysia)
Duty-Free Liquor Concession — Does Not Apply
Singapore Customs makes a critical distinction: travellers arriving from Malaysia by land are not entitled to the duty-free liquor concession, even if they have been away for more than 48 hours. Alcohol must be declared, and duty plus GST must be paid.
Tobacco — No Concession at All
All tobacco products (including cigarettes and e-cigarettes) are subject to duty and GST regardless of origin or travel duration. Non-compliant products may be disposed of at checkpoints.

Exclusions: liquor, tobacco, commercial goods, and specific pass-holder and crew categories.
Cash Declaration
Carrying physical currency or bearer negotiable instruments exceeding S$20,000 (or equivalent) without declaration is an offence. Penalties include fines up to S$50,000 and imprisonment up to 3 years, with seizure or confiscation possible.
Prohibited and Restricted Items
Singapore Customs requires accurate declaration of controlled and prohibited goods. Categories frequently span multiple agencies — controlled drugs, weapons, and other regulated items. Permits or approvals are needed for anything remotely regulated.
Drug offences are treated with extreme severity under the Misuse of Drugs Act.
Fuel Rules
The Three-Quarter Tank Rule is scoped only to Singapore-registered vehicles departing Singapore by land. Malaysia-registered vehicles entering or leaving Singapore are not subject to this fuel-level requirement.
Singapore Customs provides no duty-free concession or GST relief on motor fuel.
Checkpoint Procedure
- Pre-entry — confirm Autopass balance, VEP/insurance/road tax validity, and SGAC submission status.
- At the booth — insert Autopass card to record entry and pay applicable fees. Keep passport ready for inspection.
- Inside Singapore — ERP charges apply where gantries are active; parking rules apply as for all vehicles.
- Before leaving Singapore — settle any outstanding amounts. Insufficient Autopass balance can compound delays at the booth.
Typical Queue Conditions
ICA advisories have documented car travellers waiting up to ~3 hours during peak holiday periods due to tailbacks from Malaysia. Foreign-vehicle compliance issues — low Autopass balance, missing approval — can extend delays further at the booth.

Frequently Asked Questions
Do Malaysians need to submit the SG Arrival Card?
Yes. ICA treats Malaysians as foreign visitors. Submit the SGAC within three days of arrival, inclusive of the day of arrival. Only Singapore Citizens, Permanent Residents, and Long-Term Pass Holders entering by land are exempt.
Can I top up my Autopass card at Woodlands or Tuas?
No. There are no top-up machines at either checkpoint. Top up at authorised channels in Singapore or Malaysia before travel. Maximum stored value is S$500.
What happens if I drive in without a valid VEP?
LTA can turn the vehicle back at the checkpoint. For expired VEPs detected while inside Singapore, enforcement action can include vehicle seizure.
Does the duty-free liquor concession apply when I come from Malaysia?
No. Singapore Customs requires that the traveller is not arriving from Malaysia to qualify. Malaysians entering by land are excluded. Declare alcohol and pay applicable duty and GST.
Does the Three-Quarter Tank Rule apply to my Malaysia-registered vehicle?
No. Singapore Customs applies the rule only to Singapore-registered vehicles. Malaysia-registered vehicles are not required to maintain any specific fuel level to enter or leave Singapore.
Will I need an ERP2 OBU to drive into Singapore?
No, it is optional. LTA will make ERP2 OBU installation available to foreign motorists from 1 April 2026. From 1 January 2027, foreign vehicles without an OBU will pay a flat-rate ERP fee on each ERP operational day.
How long is my Singapore VEP valid for?
For Social Visit Pass holders, the VEP is typically valid for up to 14 days from entry. Keep track of the expiry — enforcement action, including seizure, can apply for expired VEP or insurance while inside Singapore.
